			<content:encoded><![CDATA[<p>Several pro-Second Amendment bills have been introduced in Mississippi this session and will begin to make their way through the legislative process.   Please see below for a brief summary of these NRA-backed bills: </p>
<p><b><a href="http://billstatus.ls.state.ms.us/2012/pdf/history/HC/HC0030.xml">House Concurrent Resolution 30</a> by state Representatives Carpenter (R-1), Busby (R-111), et al, would provide for a state Right to Hunt and Fish Constitutional Amendment.</b>  Fourteen states, including the neighboring states of Alabama, Arkansas, Louisiana and Tennessee have adopted constitutional amendments protecting the right to hunt and fish using traditional means and methods, while preserving the authority of the legislative bodies and relevant state agencies to promote wildlife conservation and management.  If passed by the Mississippi Legislature, HC 30 would appear before voters on the November 2012 ballot.  This legislation has been referred to the House Constitution Committee.<b><i> </i></b></p>
<p><b><a href="http://billstatus.ls.state.ms.us/2012/pdf/history/HB/HB0455.xml" target="_blank" title="http://billstatus.ls.state.ms.us/2012/pdf/history/HB/HB0455.xml">House Bill 455</a>, authored by state Representative Andy Gipson (R-77), and <a href="http://billstatus.ls.state.ms.us/2012/pdf/history/SB/SB2499.xml" target="_blank" title="http://billstatus.ls.state.ms.us/2012/pdf/history/SB/SB2499.xml">Senate Bill 2499</a>, authored by state Senator Sean Tindell (R-49), would repeal the state recordkeeping requirement for Federally Licensed Firearm Dealers (FFLs).</b>  Federal law requires licensed dealers to keep detailed records of sale and limits the release of this information to cases where bona fide criminal investigations are taking place.  Similar state requirements – which allow the general public to view records on law-abiding gun purchasers are redundant, costly and unnecessary.  These bills are similar to legislation enacted in 2002 which repealed the recordkeeping requirement for ammunition sales. HB 455 has been referred to the House Judiciary B Committee and SB 2499 has been referred to Senate Judiciary B Committee.</p>
<p><b><a href="http://billstatus.ls.state.ms.us/2012/pdf/history/HB/HB0695.xml">House Bill 695</a> by state Representative John Moore (R-60) and <a href="http://billstatus.ls.state.ms.us/2012/pdf/history/SB/SB2375.xml">Senate Bill 2375</a> by state Senator Chris McDaniel (R-42) would expand Mississippi’s recognition to include all valid out-of-state Carry Permits.  </b>Mississippi’s concealed carry law and administrative rules provide for written agreements recognizing concealed carry permits from states that, in turn, agree to recognize Mississippi carry permits.  However, some other states’ agencies lack the authority to enter into such written agreements and Mississippi has not responded to overtures made by other states’ agencies that do have such authority.  These measures would eliminate some of the bureaucratic hurdles and facilitate recognition of as many states as possible, benefitting permit holders both in and out of Mississippi.  HB 695 has been referred to the House Judiciary B Committee and SB 2375 has been referred to Senate Judiciary B Committee.</p>
<p><b><a href="http://billstatus.ls.state.ms.us/2012/pdf/history/HB/HB0627.xml">House Bill 627</a> by state Representative Gary Chism (R-37) and <a href="http://billstatus.ls.state.ms.us/2012/pdf/history/SB/SB2435.xml">Senate Bill 2435</a> by state Senator Joey Fillingane (R-41) seek to prohibit local taxpayer-funded gun buyback programs.</b>  Local governments hosting these events, which often result in the destruction of functioning and serviceable firearms, is an irresponsible waste of taxpayer dollars.  This legislation would end participation in such programs – unless the city or county or state agency agrees to auction off collected firearms to federally-licensed dealers in accordance with procedures in current law that allow police departments and sheriffs’ offices to do the same with guns seized in connection with crimes.  HB 627 has been referred to House Judiciary B Committee and SB 2435 is currently in Senate Judiciary B Committee.</p>
<p><b><a href="http://billstatus.ls.state.ms.us/2012/pdf/history/HB/HB0353.xml">House Bill 353</a>, the Honesty in Purchasing Firearms Act, was authored by state Representative Bill Denny (R-64) and has been referred to House Judiciary B Committee<i>.  </i></b>This bill, based on Virginia law and national ALEC model legislation, makes it a felony to knowingly deceive a licensed firearm dealer in order to purchase or transfer firearms.  New York City Mayor and billionaire gun control activist Michael Bloomberg, in an effort to blame states with less stringent firearms laws on his city’s crime problems, has hired unauthorized non-commissioned personnel to attend out-of-state gun shows and attempt to engage licensed dealers and private sellers in what appear to be unlawful sales.  HB 353 would make these so-called “undercover sting” operations &#8212; which interfere with legitimate in-state and federal law enforcement policing of transactions and vendors at these events – illegal to conduct. </p>

			<content:encoded><![CDATA[<p class="NoSpacing">State Senator Don Balfour (R-9) intends to introduce a floor amendment to <a target="_blank" href="http://www.legis.ga.gov/legislation/en-US/Display/20112012/SB/350">Senate Bill 350</a> which could come up for a vote on the Senate floor in the next few days.  This amendment would allow transportation and storage of firearms in locked personal vehicles while on publicly-accessible parking lots.  </p>
<p class="NoSpacing">Employees who carry a firearm for self-defense on their commute and those who go hunting or target shooting, either before or after work, should not be faced with the possibility of losing their jobs because of a workplace policy that deprives them of their Second Amendment rights.  This critical amendment would allow employees to safely store firearms in their locked personal vehicle, guaranteeing their fundamental, constitutional rights and removing the fear of being fired.  </p>
<p class="NoSpacing">Heavy opposition from the Georgia Chamber of Commerce is expected to continue, as they have already tried their strong arm tactics behind the scenes with elected officials at every level of state government.  Do not let the Georgia Chamber be the reason you’re denied the right to self-defense to and from your place of work. </p>

<p>I’m a fan of The Walking Dead tv series on AMC, check out our <a href="http://www.armoryblog.com/firearms/the-guns-of-the-walking-dead/">weapons of The Walking Dead</a> post if you don’t believe me. But as a firearms enthusiasts I cringe whenever I see a scene where they’re using a weapon incorrectly  (like when it’s pretty obvious that they’re using a prop gun). Now I don’t mean how the characters aren’t using proper form and technique, I don’t expect everyone in the zombie apocalypse to be knowledgable in the proper use of a gun.</p>
<p>What I mean are the inconsistencies throughout the series when it comes to the production of the show when it comes to firearms. Take last night’s episode of The Walking Dead titled “Triggerfinger”. At about the 1:10 mark in the video below, Lori shoots a walker in the dead with her revolver, was that a shell casing I hear hit the pavement after the shot? Wait a minute…revolvers don’t eject spent shells do they? I know this is Hollywood, and that was a canned sound effect and all, but it’s a pretty big oversight. They spend a lot of time getting the zombie makeup effects to look as good as possible, they look really really good, but how about making the shooting scenes a little more believable?</p>

<blockquote><p>Well…it finally happened today. I’ve been in the CR game about 5 years and own about 10 CR weapons…even went down the road to get my 003 FFL. I have purchased 4 mosins and never had any issues…I do a thorough breakdown, inspection, head space, firing pin, and cleaning prior to shooting…obviously I missed something on my fourth mosin. I went to a public range today and was shooting (or shot) Romanian light ball. First time to shoot this 1932 beauty today and (SEE PICS BELOW) I wasn’t hurt at all and actually didn’t even realize what happened until I chambered the second round. I saw the round impact the berm. No hot gas or anything in the face. I feel very lucky…lots of people at the range were snapping photos of the ruptured receiver. I picked up the steel and there was a split neck, but nothing crazy. I was pretty shook up. As you’ll see in the pics, the receiver split in two right behind the chamber. Note the different color where the receiver failed…the discoloration indicates there was an existing failure. I really don’t think there was anything visible on the surface, but maybe I missed it. I went and bought a lotto ticket tonight.</p>

<p>A <a href="http://www.reddit.com/r/pics/comments/pzfea/a_bullet_once_came_through_a_window_of_my_friends/">Redditor recently posted</a> about an incident at a friend’s house in Kansas. apparently a 7.62×39 round from a few irresponsible shooters came flying through the poster’s friend’s house. It entered through their kitchen window, went clean through their fridge, a frozen water bottle, across two walls in a hallway and eventually lodged in the back of a mirror in their bathroom.</p>
<p>Luckily no one was hurt, shoot safe everyone.</p>

			<content:encoded><![CDATA[<p class="NoSpacing">Today, the West Virginia Senate passed <a target="_blank" href="http://www.legis.state.wv.us/bill_status/bills_text.cfm?billdoc=sb353%20intr.htmyr=2012sesstype=RSi=353">Senate Bill 353</a> unanimously by a <a target="_blank" href="http://www.legis.state.wv.us/legisdocs/2012/RS/votes/senate/02210006.pdf">34 to 0 vote</a>!  SB 353 now goes to the House of Delegates for its consideration.  </p>
<p class="NoSpacing">SB 353, introduced by state Senate Majority Leader John Unger (D-16) and Senate President Jeff Kessler (D-2), would expedite the process of purchasing a firearm for valid concealed carry permit holders by making West Virginia eligible for an exemption from the FBI National Instant Criminal Background Check System (NICS).  Such carry permit holders have already cleared a background check.  This legislation would further conform state law to federal law and lead to greater reciprocity for permit holders throughout the United States. </p>

We&#8217;ll have a complete rundown tomorrow, but here are five quick thoughts on <a href="http://www.history.com/shows/top-shot" target="_blank">tonight&#8217;s episode of Top Shot on History</a>:</p>
<ol>
<li>The ladies, Michelle Viscusi and Gabby Franco, had little to no problem shooting the Browning Automatic Rifle (BAR) in both the practice session and challenge round.
	</li>
<li>The Challenge round will make more then just the losing team think about their performance. Sure Keith and Kyle had the hardest time finding the target for Team Red, but Team Blue almost fizzled out at the end with all the yelling.
	</li>
<li>Is there a romance brewing between Michelle and Dylan?
	</li>
<li>The jealously of the house upon hearing that they were using the Milkor USA m321A1 grenade launcher for the elimination round was pretty funny. Would they really like to be the one&#8217;s shooting?
	</li>
<li>Keith panicked in the elimination round. Couldn&#8217;t recover from the misfire when trying to realign the chambers. But explosions that accompanied every hit were amazing. As host Colby Donaldson tweeted, &#8220;The single largest explosion concussion I have experienced in the history of #TOPSHOT. Our pyro team got a little over zealous.&#8221;

			<content:encoded><![CDATA[<p>Today saw progress on two NRA-backed bills currently moving through the Indiana General Assembly.</p>
<p>The Indiana House of Representatives approved <a href="http://www.in.gov/apps/lsa/session/billwatch/billinfo?year=2012session=1request=getBilldocno=315#latest_info">Senate Bill 315</a> on its third and final reading by an overwhelming bi-partisan 76 to 19 vote.  SB 315, authored by state Senator Randy Head (R-18) and sponsored by state Representative Mark Messmer (R-63), would streamline the licensing and reporting process for charity gaming events, such as “Friends of NRA” banquets. Due to a technical amendment made in the House Public Policy Committee, SB 315 now returns to the Senate for concurrence.</p>
<p>As previously reported here, the policy changes contained in SB 315 would greatly improve the ability of “Friends of NRA” committees to comply with Indiana charitable gaming laws in a timely and less cumbersome fashion, while protecting the personal information of “Friends of NRA” volunteers. <br /><b><span><br /></span></b>Due to a House committee hearing cancellation, <a href="http://www.in.gov/apps/lsa/session/billwatch/billinfo?year=2012session=1request=getBilldocno=243">Senate Bill 243</a>, previously reported on here, would not have survived this week’s committee report deadline had it not been added as an amendment to <a href="http://www.in.gov/apps/lsa/session/billwatch/billinfo?year=2012request=getBilldocno=1279">House Bill 1279</a>, authored by state Representative Sean Eberhart (R-57) and sponsored by state Senator Ryan Mishler (R-9). This amendment was offered by state Senator Travis Holdman (R-19), and the Indiana Senate voted today on second reading to add (as is) language from SB 243 into the Natural Resources Omnibus bill, HB 1279.</p>
<p>This language from SB 243 would allow Hoosiers to use lawfully-possessed suppressors (also referred to as silencers) on firearms for hunting.  Currently, Indiana law permits use of suppressors for all shooting activities except for the taking of game.  Enactment of this language would ensure that hunting is treated the same way as other shooting activities with respect to the use of suppressors, and allow hunters to reap the many benefits suppressor use provides.  For more information on silencers, please click here.  </p>
