Georgia: State Senator Introduces NRA-Backed Legislation to Save Seized Firearms

Yesterday, state Senator Don Balfour (R-9) introduced NRA-backed legislation, Senate Bill 350. 

SB 350 would require local and state police authorities to return seized firearms, not currently being held as evidence in a criminal investigation, to the lawful owner if able.  If the lawful owner is not found or unable to take possession of the firearm, SB 350 would require these agencies to sell these firearms at a public auction or to a licensed firearms dealer.  Current Georgia law allows for these guns to be immediately and wastefully destroyed. 

SB 350 has been assigned to the state Senate Judiciary Committee, but a hearing date has not yet been scheduled.  Please continue to monitor your email and www.NRAILA.org for hearing times and dates on this pro-gun legislation.

Iowa: Traditional Ammunition Protections Move Forward in Des Moines

Yesterday, the state House Natural Resources Committee passed House Joint Resolution 2001 by a 17 to 4 vote.  HJR 2001, which is the House companion of Senate Joint Resolution 2001, is now headed to the House floor for consideration.  SJR 2001 and HJR 2001 would rescind the Iowa Natural Resources Commission’s unjustified and dangerous regulation banning the use of traditional ammunition for dove hunting.  SJR 2001, which has passed in the state Senate Natural Resources and Environment Committee, is currently awaiting floor action in the state Senate.

Here are three reasons why the use of traditional ammunition should NOT be banned:

  • No scientific studies regarding traditional ammunition have been shown to have any population-level impacts on doves or other species. In fact, doves are the most popular and abundant game bird hunted in America with population levels at all-time highs.

  • The price of non-traditional ammunition with similar performance characteristics is significantly higher and will keep many hunters from taking part in the dove season, especially in these dire economic times.

  • Last year, the seven appointed members of the state Natural Resources Commission (NRC) flagrantly usurped the authority of the state legislature by imposing a traditional (lead) ban for dove hunting. State legislators had an extensive floor debate on the same traditional ammunition ban and overwhelmingly rejected it during the passage of the dove bill.

  • No state in the country – even those where hunting is far less of the state’s heritage – has ever imposed a ban on the use of traditional ammunition.

At this time, please contact your state Representative and state Senator and urge them to vote for HJR 2001 and SJR 2001 on the floor of their respective bodies.  This legislation is crucial to protect the use of traditional ammunition and stop anti-hunting extremists from attacking a means of hunting shown to have no population-level impacts on wildlife.

Korean War M1 Garands Approved For Importation

Back in September of 2009 there was word that South Korea was going to sell back M1 Garands and Carbines to the US, which we initially gave to them to help fight the Korean War. However, shortly afterwards the Obama administration shot that down along with the hopes of many collectors to get their hands on the new influx of M1 Garands and Carbines.

Looks like things have changed, 86,000 M1 Garands were approved for importation according to Lee Sun-chul, a deputy defense minister for force and resources management in Korea. However the Obama administration has still blocked the proposal to import 600,000 M1 Carbines because they have a magazine that can “carry multiple rounds”. I kid you not.

With the money that Korea will make from offloading M1?s to America they’ll be purchasing locally made K2 rifles. There’s still no word on how much these Korean War workhorses will go for, or even where we can buy them.

New Mexico: Pro-Gun Legislation Being Considered by Legislature!

Several pro-gun reform measures are on the move in this year’s thirty-day session which began on January 17th.  Senate Bill 26, introduced by state Senator Bill Payne (R-Albuquerque) is legislation that would allow New Mexico residents to purchase long guns in non-contiguous states and residents of non-contiguous states to purchase long guns in New Mexico.  This bill received an executive message from Governor Susana Martinez and has been ruled germane to the budget-only legislative session.  SB 26 was referred first to the Senate Public Affairs Committee (SPAC) and then to the Senate Judiciary Committee; as this went to press, the bill was being considered by SPAC.  NRA-ILA will continue to report on the progress of this bill – please check www.nraila.org for an update over the weekend.  Be prepared to possibly contact members of the Senate Judiciary Committee in support of SB 26 early next week. 

Governor Martinez also issued an executive message for House Bill 206 by state Representative Zach Cook (R-Ruidoso).  This legislation would allow concealed handgun licensees to protect themselves in state parks.  This is currently prohibited by departmental rule – the legislature never voted to restrict Concealed Handgun Licensees (CHLs) when camping or visiting these areas.  In an obvious attempt to slow down progress of the measure, House leadership has referred HB 206 to three committees: the House Consumer and Public Affairs Committee, the House Health and Government Affairs Committee, and the House Judiciary Committee.  Please contact members of these committees and urge them to support and take quick action on HB 206.  A list of committees and the lawmakers who serve on them can be found here.

A Smith Wesson Model 2 revolver presented to General William Tecumseh Sherman by the officers of his personal staff in 1869. It now resides in the National Firearms Museum.

One of the prizes National Firearms Museum Director Jim Supica found out at the Tulsa Arms Show was a Smith Wesson Model 2 “Old Army” revolver. And that’s what we’re going to see tonight’s episode of Curator’s Corner on NRANews.

As Supica explains it, they started referring to the Model 2 as the Old Army revolver when Smith Wesson started producing the Model 3. A new guy would ask if this was the right gun to ship and a factory veteran would say, “No, that’s the Old Army revolver.” Makes sense.

The Model 2 came along after complaints regarding the power of Smith Wesson’s first revolver. Though the .32 caliber was indeed larger then the .22 caliber of the Model 1, it still lacked the power held by their ball powder brothers.

“If one were shot with a Smith Wesson Model 2 they’d be really upset,” said Supica. “Especially if they noticed. It was significant because Smith Wesson was producing firearms that shot self-contained metallic cartridges but it was not a powerful gun.”

Virginia: Senate Passes Historic Sunday Hunting Legislation!

Earlier today, in a victory for sportsmen throughout the Commonwealth, the Virginia Senate passed legislation to repeal the comprehensive ban on Sunday hunting by a 29 to 11 vote.  This bipartisan action will now send Senate Bill 464 to the state House of Delegates for committee assignment and further consideration. 

Those Senators who voted to allow Sunday hunting in Virginia voted to preserve Virginia’s treasured hunting heritage, honor essential private property rights and provide an enormous annual economic stimulus without spending a single dollar of taxpayer money.  The Senate action is largely consistent with the Sunday hunting Resolution adopted last year by the Virginia Department of Game and Inland Fisheries (VDGIF) Board.

Currently, Virginia is one of only six states in the country that strictly bans hunting on Sunday. This prohibition harms Virginia’s economy and threatens the very future of our hunting heritage by discouraging hunter recruitment and retention.

At a time when the economy is struggling and too many Virginians are out of work, legislators must not continue to refuse the enormous economic benefits associated with allowing hunting on Sundays. Comprehensive research from the National Shooting Sports Foundation shows that allowing hunting on Sundays would generate a total annual economic impact estimated at $296 million and create 3,927 jobs. All of this would be spurred by simply eliminating words from state statute books (the current prohibition), not spending taxpayer dollars on some pie-in-the-sky scheme.

This victory would not have been possible without your support!  Thanks to your calls and e-mails, this legislation not only passed by an overwhelming margin in the state Senate, but it focused attention on an issue that has been ignored for far too long in the Commonwealth of Virginia.
